Is there a standard report to run showing all terminated users and terminated dates from Oracle ERP?

Summary:

The customer was inactivated and locked the user from the Security and Console. Please note they are not using the HCM module. However, they would like to display the termination date and terminated user details for business auditing purposes.

Can you please confirm if is there any report that shows the terminated date of the locked users without using the HCM module? or is it possible to develop the report that shows the terminated date of the locked users without using the HCM module?
