Planned orders created manually from supplies and demands table does not honor order modifiers

We understand that the planned orders which are created automatically by Supply Plan does honor the order modifiers like fixed order quantity, fixed lot multiplier etc. But the client has a requirement where in case they manually create a planned order from supplies demand table and insert a total quantity, it should automatically create the work orders as per the fixed order quantity.

e.g. the user manually creates a Make planned order for quantity=250, fixed order quantity=50, then there should be 5 work orders created each with a quantity of 50 instead of 1 work order for a quantity of 250. This is important as the Contract manufacturer is going to create lot by 50 and the material issue of the ingredients would be done as part of each lot.
