How to create a value set using a conditional structure

Hi,

Our client has the necessity to create a table based on product volumes and that information must be sent to integrated in an external application. The way that we find to achieve that is create a EFF with multiple rows.

In the rows we have a field that have to filled acording another EFF, is there a way to create a condition like 'if the field x=1 the field y is mandatory'?

If it is possible, how we can achieve that? Is there a specific value set validation type that we must use?
