  1. For item flagged as B2B in a given org and having some on-hand, the SCO always considers the on-hand first and then creates the supply order (TO or PR/PO - based on sourcing rule)
  2. The requirement is to only consider the on-hand if the available on-hand is greater than the ordered qty - otherwise bypass the on-hand and create supply order (TO or PR/PO - based on sourcing rule) for the entire order quantity
