Why is 'Edit Requisition as Approver' functionality requiring req to go through approval again?

Summary:

We have enabled the ability to edit the requisition as the approver user. The expectation is that when the approver user edits the Req, they want it to move on to the next layer of approval. Currently what is happening is, the approval user edits the req and then the req gets resubmitted into approval workflow from the very beginning. This is causing additional work and confusion. I checked the Configure Requisitioning Business function task and we do NOT have the "Reapproval required for changes made during an active approval process" option checked off. How can we configure/ensure it does
