Unable to assign a BPA buyer for the PR lines through rest api

Summary:

Issue:

SuggestedBuyerEmail – through Rest API – not picking the buyer information in processing requisition which leads to failure on BPA Release PO Automation

Expectation:

The BPA Release PR should be assigned to the respective BPA buyer person through rest API, the business does not require this functionality for all the business units, hence we cannot enable the site-level option feature that is available.
