Incident Attachment Audit Log?
Is it possible to tell if/when an incident attachment was downloaded/accessed?

We have a situation where a user added an attachment for another customer on a support request, thus creating a possible HIPAA issue
I am trying to find a way of telling if a user from the Consumer Portal has downloaded and/or viewed an attachment from an incident.
