Do you know what is Contract Administrator in paramator of Generate Invoices?

I thought Sales Person in Billing tab in Contract is appeared in Contract Administrator,but it was not.

We want generate Invoices by the Sales Person(or groupe of Sales) at once across multiple contracts. Is this possible?
