How to set a policy based on employee marital status and number of children they have?

We have a business case where the expense eligibility is based on the employee's marital status. How to set the policy based on this? Example:
For Warm Clothing Allowance, the employee eligibility is based on their marital status and the number of children they have (maximum 3 children they can claim):
1) Single Rate: 1500
2) Family Spouse: 1000
3) Family Child (max 3): 500
