How to Disable Claim button on Invoice Approval Notification

Summary:

Users are facing the issue that they eventually click on Claim button on the invoice approval notification.

Once the Claim button is clicked, the certain user who clicked the button should finish out the ongoing approval.

It's so inconvenient for users to proceed the invoice approvals properly, and users don't need to claim the approval.
