OCI: SSH Connection to Instance Fails with Error "Server Refused Our Key"

Symptoms

Unable to access OCI instance through SSH.  It reports the following error.

The other instances, which are using the same public and private key, do not experience the issue. 

"Server refused our key" 

When booted the instance into rd.break mode by following article (In the place of systemd.unit, replace rd.break), the user home directory permissions and the authorized_keys are correct.

But the ownership is showing with userid and groupid instead of the username/groupname.
