Need to create 4 actions in the email(Approve,Reject,review,Reconsider)

Summary:

the requirement is like there are 4 actions like approve ,reject, review, reconsider

so if manager approves it will go to seniorVP , if senior VP approves it will go to CEO , if seniorVP rejects it will go back to the manager --at this time only review and reconsider actions only needs to be taken by manager because its the rejected plan from SeniorVP .. if he click review it will go to some other and if manager clicks on the reconsider it will again go back to the SeniorVP(here approve or reject will be there )

is this kind of thing is possible if possible can you suggest any idea
