How to set activity precedence during auto routing based on an activity field value ?

I would like to know how we could define the activity assignment sequence based on a specific activity field value in auto routing plan. For example, activity with activity field value "1" has to take precedence and routed first followed by "2" and "3". We want routing to assign activities sequentially based on this field value
