    So I have been using the free tier for a little over a year now and had access to a VM.Standard.A1.Flex. Recently I decided to restart it as it had been running non-stop for a long time and I wanted to make sure no resources were being wasted. Anyway after I restarted the VM I couldn't get any successful SSH connections (timed out) and the provided software on the Oracle website couldn't connect either. So restarted it again, and yet the same issue, then I decided to stop it forcibly (cutting the power) and start it back up again. This
