Null value causing requisition approval condition "does not equal" to fail

When submitting a non-catalog request (not via a smart form), the approvals fail. When reviewing the Requisition Approvals Diagnostic test, we can confirm the SMART FORM value is (null) which would not equal LEASE REQUEST. Since the value is null it should PASS and pull the approval rule. Can you provide whether this is intended functionality, as we believe (Null) should satisfy “Does Not Equal” criteria


We attempting to create an approval rule with the attribute SMART FORM, for this specific issue we are we added Condition: Smart Form does not equal LEASE REQUEST.
