Set BIP folder/report permissions by Role

Summary: I'm trying to set the permissions on a folder in Reports & Analytics based on Application Role. The specific role I want to use doesn't appear in the list of values and I don't know why. It's a custom role, but all the other custom roles appear in the list. Is there a kind of role that doesn't allow setting permissions? The role category = Financials - Abstract Role.
