Serial Control Logic in Work Definitions for Items Defined as Predefined

I have a question regarding the logic behind an observation in our organization's system.

 Specifically, it pertains to items defined as serial-controlled with the "DYNAMIC" setting and their serialization tracked in the Work Definition.

In our organization, all items are defined as "Dynamic." However, I've noticed that, according to the system logic, only items defined as "Predefined" can be set to serialized tracked "YES" in the Work Definition.

I would greatly appreciate it if someone could provide insights into the underlying logic or constraints that prevent items defined as "Dynamic" from being serial tracked in the Work Definition.
