How do you display Oracle Guided Learning content based on Legislative Group?

Summary:

We have the need to show different tips on the Payment Methods screen based on a person's legislative group they are tied to, similar to how design studio and autocomplete rules work by defining what country the rule should apply to. This functionality could also be used for processes that we build and tips we have placed in other areas for HCM.

We were given instructions on how to add a html mark up component in the global header that points to the Territory that is populated on a users record under General preferences. Unfortunately we can't use this method because our users typically don't update their general preferences and we can't ask them to do so because of the amount of associates we hire on a regular basis.
