Error while loading HDL file to correct EFF using location.dat file

Hi,

I need to correct a EFF field called NAICS number, for which i am using location Buisness object. In the DAT file i have included all the required Keys, fields but getting and unexpected error even after providing required values. Please take a look at below error.

Error -
