Table Driven Attribute Values in Config

We are looking to control the definition of attributes and logic between attributes via data tables.

We understand that SSPL are available to filter data tables or pull from an array set attribute to populate the available values. Though, the functionality available with a SSPL is less than desirable to work with in regards to constraint and recommendations rules. We are trying to control all of the logic and values in configuration via data tables. Meaning, we would not like to have to go into the admin section to update attributes (unless a new attribute is needed of course).
