Periodic Accrual wrong - due to the fast formula

Hey all,
I hope you could help me. This is half fast formula question and half Oracle question.
We have a rule that employee get 175 hours of basic annual accrual for the holiday year (if working full time). If employees work for more then 4 years in the company, they will have 189 hours of periodic accrual, or if they have a PQE in Talent Profile area - Licenses and Certification with a Issue Date of the document <4 then today's day. The problem is that the system will assign these additional 14 hours (189 periodic accrual) in case that any of the Certifications from the Talent Profile area - Licenses and Certification area has been added
