Oracle isn't allowing us to complete more than the WO qty even though Over completion is set to 10

Content (please ensure you mask any confidential information):

We have a Work order quantity of 5000 and Over completion is set to 10%. I read a note that over completions are supported only by process manufacturing.

When we try to complete 5100, we get an error - "The transaction quantity exceeds the available quantity that can be transacted. You can transact up to a maximum of 5000 Each. (WIE-4425324)"

Any inputs on this subject is appreciated
