Secure resources Action Check with Saved Query

Need to add secure resources in action check with certain allowed condition "Saved Query"

The Business case with example: Order release with total net weight 100 Ton have 5 shipments

Each Shipment Have a custom Field Called Source Net weight "Attribute_Number11"

The User will insert the Actual Weight in that Field

The Total submission of Source Net weight for all shipments must be less than Order release total net weight "100 Ton"

I applied the saved query in Automation Agent and works fine but the customer wants to disallow the user to insert Source Net weight in any shipment with total value Higher than Order release total net weight.
