How to create custom role for hiding create Item button at Expense Report Page?

The business requirement is that employees cannot create Expense Items from the Expense Report page.
Employees should only have access to create Expense Report and create items within the reports.

Is it possible to customize the "Expense Entry" privilege so that the Create Item option is not available or read-only?
