Create PO automatically in Incomplete status for requester negotiated requisition lines

Summary:

We create requisition lines with Negotiated flag checked. We also enter supplier and supplier site on the requisition line. In Configure Procurement Business Function, the Autogenerate orders from requester-negotiated requisition lines checkbox is checked and Automatically submit for approval is unchecked. Our expectation is that with these configurations, PO will get automatically created for the requisition line even without BPA/CPA but the PO will remain in Incomplete status and not get submitted automatically.

However we are observing that PO is still getting submitted for approval and moved to Open status due to auto-approved rule.

Is there a way to ensure that the PO stays in Incomplete status and not gets submitted automatically?
