How can we restrict a user to only view requisitions in the responsive self service requisition page

In order to make responsive self service requisitions available to a user we need to assign them the privilege 'Manage Requisition with the Responsive Self Service Procurement Application'. But after assigning this privilege the user is able to view as well as create a requisition.

The requirement is to restrict the user to only view requisitions and not create requisitions. How can we do this for RSSP?
