RSSP- Unable to delete and reenter values in preferences section

Summary:

Unable to delete and reenter values in the requisition preferences section (on the RSSP enabled instance)
attached is the video where Lisa tries to delete the project number in the preferences section but the system won't let her delete her old project number and renter a new value.
This is an intermittent issue .What we observed is the issue does not happen when we go back to the home page .When you go back to the home page and go to requisition preferences the system would let you enter the project number with no issues.
