No notification received for supplier change request when multiple users are editing simultaneously

When multiple users make changes on the same supplier at the same time, the approver did not receive the notification/email to take action to review, approve/reject on the change request. The approver can view the change request and the details of the change request but since there is no notification received, the approver is not able to approve or reject the change request. When approver is opening the change request in Manage Suppliers page, the options are only "Cancel Change Request" and "View Change Request".
