Using Create Party Tax Profile API to create Profile record

Summary:

I am using the Tax Profile API to updates 1000's of records to update the offset tax flag status. This works fine but I also have a number of supplier records which do not have a party tax profile and I would like to try and create those records in bulk. When creating these I get the error A party tax profile doesn't exist for the XXXXX party number. You must enter a valid party number.

I thought I could create the tax profiles with this API? Is there any other additional details I require? I can do this via the SOAP service if required but I'd rather not as all my other updates are happening through the the REST API
