Having exceptions in the item request approval workflow

Dear all, I have the following scenario:

the business has a unique item class called "X", and for the security related it has many inventory orgs with multiple users.

The requirement is to enable the item request feature for this item class, but for some orgs not all. Is this feasible? because they have no intention of creating new item classes.

in other words, they want an approval workflow for some orgs, and other orgs automatic approval…
