How to restrict users from running the process ' Create General Ledger Balances Cubes' ?

We need a way to restrict users from running the ' Create General Ledger Balances Cubes' process in Oracle Fusion production. We tried removing the following privileges

1. “Administer Cubes with Full Access”
2. “Maintain Balances Cubes and Dimension Members”
3. “Create Reporting Cube”

But even after removing these privileges user still has ability to run the process. Is there any other privilege which we are missing ?
