Scrolling Beacon doesn't stay with button

Summary:

We activated the Open Enrollment Reminder content from Oracle that shows a "beacon" on the Benefits button on the ME page. We updated the text and changed the target to our own Benefits button tile. When loading the page, the beacon shows on the button but as you scroll the page up or down the beacon moves at a different speed then the rest of the page. You still have to mouse over the tile to see the help text (not the beacon itself) but the help text will display where the beacon is and depending this will cause the
