We need a message if Purchase Agreement is Blank in Non catalog request page while adding to cart

Summary:

We have a requirement where we want to display the message "You confirm the fact that there is no Agreement available for the given supplier" in the non catalog request page (Self Service Procurement) when the user Clicks on Add to Cart and if the Agreement field is blank. User needs to acknowledge the message (the message should have a acknowledgement button) post which the item will be added to cart.

In case the agreement field is provided then the message should not appear when we click on Add to cart How can we achieve this requirement using OGL?
