We are using reinstatement rule 'Reinstate if electability exists for backed out results, else apply defaults.' The life event is evaluated. The employee adds a Spouse and the life event is re-evaluated. The eligibility on the Voluntary Life Spouse plans required that you have a Spouse; therefore, the employee was not eligible for the plan before adding the spouse. After adding the spouse and re-evaluating they are eligible but receive the error 'You need to select more options to enroll in this plan.' because it's not defaulting them into the Waive option.
