Debugging a PHP Initialization Script

I upgraded from May 2016 to V 18B, and I've encountered an error.  The initialization script for report A internally executes reports B and C and fetches data from them.  That data is then written to two columns in report A -- decimal columns.

This data is not getting populated, but when I execute B and C independently, they run just fine.  So my question is:  what is the best practice for debugging this script?  I keep seeing references to a Test Harness, but I don't know where to find either that or info about it.  

Also, is there a routine I can call in that initialization script that will write debug info to the Oracle Service Cloud Agent Desktop event log?
