enabling a goal field only for a specific goal plan

is there a way to show a Goal field only on a specific Goal Plan?

In 2016 we simplified our goal setting process and hid many fields on the Goal Details page.  We want to enable the Goal Category field on the 2018 Goal Plan, but don't want the field to show up on the 2016 or 2017 goal plans. 

Is there a way to do it? Maybe via personalization?
