Looking for input into how others have handled this requirement

We have a requirement to assign leadership competencies to a certain level within the organization for the purpose of the year-end Performance review

Within the current capability in competencies and for purpose of pulling into the performance document  -- I can either assign by Job, Position or to all. 

How have others dealt with this requirement ?    The requirement is to have a separate way of identifying leadership competencies.   These are not competencies in the same sense as skills in that they do not need to update the employee's profile
