What functionality does Grants Management have compared to Project Management Cloud? Is there documentation on the differences between the two?

If you use Grants Management do you need to use the functionality for all (billing, capital and overhead) projects? Or can you determine this on a project by project basis?

Does Grants Management replace/include Project Billing functionality if all 'billing' projects are funded by awards?
