What is the expected behavior for HR Specialist at the Manage Job Offer step?

We are trying to determine if the workflow behavior is working as expected or if there may be a bug.

Hi Experts!!

We are trying to get a definitive answer as far as the expected outcome of the Manage Job Offer workflow and the actions selected within.

Here is the brief test synopsis:

> When creating the internal candidate job offer we selected ‘Promotion’ as the action.

> Then we Extended, Accepted, and Moved to HR.

> Under Manage Job Offers, from the 3-dot (ellipsis) menu, we selected ‘Promotion’ again and it took us to the 'Assignment Change' workflow.

We believe this should go to the 'Promotion' workflow instead. However, this behavior makes a bit more sense considering 'Promotion' is typically a MSS workflow, whereas 'Assignment Change' is typically a catch-all HR workflow.
