Ability to split requisition (budgetary controlled enabled) into multiple PO

Summary:

System should be able to split single requisition into multiple purchase orders when budgetary control in enabled

Content (required):

Currently Budgetary control is enabled for requisition and Purchasing. When a requisition is created and approved, fund status changes to reserved. Now buyer wants to have a flexibility to split a requisition into multiple purchase order. As of now, system is degrading the option of 'Split' and I am unable to split the requisition into multiple Purchase Orders.

How this can be achieve so that multiple POs will be created against a single requisition?
