How to update Goal Rating or Performance Rating ID using HDL?

Summary:

We have a requirement that specifies that the managers are not going to rate employee's performance goal & populate the rating value from the data stored in another place (In goal flex field segment), so that the system will calculate the Overall rating based on that. Overall rating calculated already works by using fast formula, but our major challenge is to default or change the rating value of each goal based on the flex field value of a goal. Please let me know your comment, In case oracle not provided HDL for updating performance rating.
