Cannot Submit Goals

Morning all,
We have recently asked all employees to review their 2018 Goal Plan in Fusion, asking them to update their goals where necessary and submit them to their manager for approval, so they are all up-to-date for the Performance review period which starts in a few months time.
However, it has been pointed out by a few of our employees that the Submit for Approval button that usually shows on an employee's Goal Plan is no longer visible in some instances.
I thought that the button only appeared if changes had been made to any of the details within goals, but after testing this myself, no matter what changes I update within any of the goals within the plan, the button is no longer visible.
