Subscription total contract value is being blank

Content (required):

Hi Everyone,

Upon creation of a subscription, total contract value is being blank but it's available in the product line

Checking the OSS_SUBSCRIPTION table, the subscription that's not showing a total contract have STATUS = ORA_PENDING_APPROVAL

Can you suggest a good place to start looking why that subscription is not to show a total contract value?
