Restrict creation of Benefit Relationship based on Legal Entities

Summary: We have a requirement of Unrestricted Benefit Relationship to be created for Active Employees only who belongs to a certain Legal entity.

The Retiree Particiapants belong to a different legal entity. But While running the batch process to create UNRST Benefit Relationship, it gets created even on Retiree participants which is impacting the self service life event processing .

While configuring the different Benefit Relationships using the 'Configure Default Benefits Relationship' Task, there is a column for Legal Entity. But we cannot choose anything from that field.

Has anyone came across such scenario and were you able to update the Legal Entity?
