What would be the best way to transfer the excess balance from Plan A to Plan B?

Question: When an employee changes their status from full-time to part-time and the accrual plan ceiling limit changes to a lower limit. What would be the best way to transfer the excess balance from Plan A to Plan B? For example, a full-time employee has balance of 250 and a ceiling limit of 250 in Plan A, then this employee was transferred to a part time status thus the ceiling limit of Plan A is change to 150. We wanted to transfer the excess 100 from Plan A to Plan B.
