Requisition Workflows NOT based on individual users

Is there a way to configure Requisition Workflow logic to function from Departments and Positions instead of individual users?

The logic for our Requisition Workflows is based on Cost Center. We have Approval Groups set up so that depending on which Cost Center is on the Requisition, it will go to a specific set of Users for approval. We are having trouble whenever Users terminate or have legal name changes, causing workflows to fail and need manual updating. I investigated the ability to create Req Workflows based on Cost Center Manager, but even there it looks like only individual users/employees can be assigned as Cost Center Managers, so we would still have the problem of needing manual updating.
