negotiated checkbox to be controlled by buyer

Hello,

We have a request from client that negotiated checkbox should be conditionally checked by requester. For that we have enabled the checkbox and highlighted it. However there is additional requirement that it needs to be controlled by buyer, meaning if any requester has mistakenly checked that box the buyer can uncheck it and vis-a -versa. Is there any way we can achieve this? Can the buyer edit the negotiated checkbox on the requisition?
