EE condition for popup SPAC does not work

Hi guys,

We had a very simple EE rule to control SPAC. The expected behaviour is that SPAC invitation only pops up if the visitor has spent more than 30 secs on a the page. (per attached image screenshot).

However, this is not working at all. After 30 secs passed, nothing happend!

if I remove the 30 secs condition, then the SPAC invite popped up almost straightaway so there does not to be any problem with SPAC widget itself.

Had anyone had similar experience or be able to shed any lights? much appreciated
