Approving a new position manager gets blank notification

Summary:

When a HRBP requests for a new position, it goes to the Manager of the position for approval.But in the bell icon notification, there are no data and it shows as shown in the below screenshot.

But when the privilege "request a position change" is added to the line manager role the notification shows the details. But as a Line manager the access to request a new position and "request a position change" should not be given access to. Can you please let us know if there are any ways to get the details in the bell icon notification while we remove the below options,
