How can I add “Competency” tab in “Recommended topics” section of Check - In Document?

Hi all,

For our client we need to add the Skills/Competency tab in the "Recommended topics" section of the "Check - In" document. How can we enable this section?

From the template creation page in "Check-in content" I can’t select skills. Someone can tell me why?
